The Seattle Port Commission, responding to intense and conflicting pressure, opted for a contradictory solution Tuesday that would “delay” mooring of Shell’s Arctic drilling fleet at Terminal 5.

The commission’s action may well be ignored.  “Rig movement will continue in the days to come,” Curtis Smith, a Shell spokesman, said Tuesday night.
